The Beverage Container Management Board (BCMB) is the regulatory authority for beverage container recycling in Alberta. Established as a management board under Alberta’s Environmental Protection and Enhancement Act (EPEA), the BCMB is also a not for profit organization. BCMB leads the development of policy and programs that enables the collection and recycling of beverage containers in Alberta.

About the Position

The BCMB is currently looking for one (1) Compliance Officer (Level I) to join our Edmonton-based team. Salary within the advertised range will be based on experience and qualifications.

Reporting to the Manager of Compliance, the Compliance Officer is responsible for inspecting, auditing, and encouraging compliance by all depots, the Collection Service Agent (CSA), Collection Service Providers (CSP) and retail operations. In accordance with the Environmental Protection and Enhancement Act (EPEA), Beverage Container Recycling Regulation (BCRR), Bylaws, Policies and Procedures of the BCMB.

Compliance Officers are designated as Inspectors under the EPEA by Environment and Protected Areas (EPA).

Compliance Officers are the first link to the beverage container recycling industry and as such represent the regulator in everything they do. They are responsible for maintaining compliance through the various By-laws associated with the recycling of beverage containers. They use education, compliance fees (warnings) and enforcement to achieve this.

This position operates in a flexible work arrangement as a combination of remote and in-office setup.

Overview of Duties & Responsibilities

  • Depot Operational Compliance:
    • Ensure depots continue to meet operating criteria and standards as set out in regulation, by- laws, or policies of the BCMB.
    • Conduct inspections at depots as required, using information and intelligence to target your time and effort most effectively, planning your trip to be as efficient as possible with particular focus on poor performers.
    • Apply, monitor, and assess compliance frameworks on depots that fail to meet or maintain operating standards, making decisions based on the facts, using sound rationale, and applying discretion where appropriate, referring cases to the Manager where appropriate.
    • Maintain accurate, timely and measurable records, ensuring compliance with document retention policies and legislation.
    • Follow up on depot concerns, questions, and feedback, making independent decisions on how best to assist and address matters which are raised.
    • Monitor and make recommendations for changes to by-law, policy, and standard operating procedures as needed, providing evidenced and well thought out reports containing the reasons and benefits for any changes.
    • Provide detailed reports, ensuring a professional tone and fact-based content, suitable for use in committee meeting, Board meetings or hearings.
  •  Administer Compliance Frameworks:
    • Test and monitor performance with the BCMB Compliance frameworks, Operating Agreements and Service Agreement.
    • Administer frameworks accordingly:
      • Monitor performance against standards in bylaw, providing accurate and timely reports and appropriate use of Compliance Frameworks where non-compliance is found.
      • Record and analyze data, identifying trends and making referrals to the Investigations Officer when breaches of Regulation or By-law are suspected.
      • Communicate with depots through to ensure compliance with timelines as set out in bylaw, policy, and Standard Operating Procedures (SOPs).
      • Follow internal processes, reviewing and making improvements to SOPs where you identify potential improvements.
      • Observe audits when necessary, collecting evidence in the form of written documentation and images, for potential use in meetings and hearings.
    • Provide detailed and accurate reports, ensuring a professional tone and fact-based content,
    • Work and communicate with industry partners to ensure accurate data is provided and ensure any information shared is in accordance with legislation and policy.
    • Assist the Compliance Administrator with reviewing Refund Compliance reports submitted by the third-party contractor to ensure adherence with policy and procedure.
    • Communicate with the CSA to ensure Quality Control Compliance timelines as set out in by-law are met.
    • Communicate with the Data Collection Agent (DCA) to ensure Uniform Code of Accounts (UCAs) are filed annually by each depot in accordance with timelines as set out in by-law.
  • Permitting:
    • Process various types of applications, assessing suitability against bylaw and SOPs as well as ensuring accuracy and completeness of applications, reporting all applications to Manager of Compliance.
    • Process Request for Application (RFA) submissions, managing expectations of those involved, keeping accurate records of communication, and ensuring fairness and transparency.
    • Maintain thorough records, consistently and fairly applying processes, documenting all decision making.
    • Onboard new permit holders and ensure access to industry tools, working with stakeholders and industry partners.
    • Update documentation to meet best practice and make information available on the BCMB website, ensuring documents are stored correctly and in accordance with policy and information retention legislation.
  • Customer Service:
    • Provide ongoing support to depots, retailers, and the public, to promote excellence within the industry and address questions or concerns as they arise.
    • Answer inquiries, offering issue resolution where  appropriate.  Handle complaints in a professional and courteous manner.
    • Attend public conventions or conferences (such as annual industry conference) and serve as a BCMB representative.
    • Respond to and follow-up on Quality Monitoring System (QMS) tickets issued by depots and other industry partners daily, ensuring a prompt response to questions and referral to other agencies where required.
    • Address public complaints, documenting all communication and referring matters to the Manager where further action is required.
    • Collaborate with the Director of Communications to create and send notices to the Depot network, informing them of trends or alerts, checking information for accuracy and provenance beforehand.
  • Investigative Support:
    • Assist with investigative duties as required/requested, ensuring a non-biased, open minded and fact-based approach is always taken.
    • Maintain high quality and accurate records when conducting investigative work.
    • Maintain the highest levels of confidentiality when conducting investigative work to ensure the integrity of the investigation is maintained.
    • Follow instructions carefully, providing suggestions on improvements where appropriate.
    • Offer suggestions of new and diverse ways to investigate cases, providing rationale and justification to support proposals.
  • Collection System Agent Compliance:
    • Conduct monthly evaluations/inspections of the Collection System Agent (CSA) against operating criteria and standards as set out in the CSA Operating Agreement, providing immediate feedback on deficiencies and facilitate improvement through collaborative communication.
    • Conduct Quality Control Recount recounts as required, offering advice where appropriate and constructive feedback to promote exacting standards.
    • Collect CSA data and report on CSA performance as required, providing summaries of findings and areas of improvement where appropriate.
    • Ensure breaches of standards are communicated promptly to plant managers and supervisors.

Qualifications

This role requires a minimum of a post-secondary diploma from an accredited community college or university in Compliance, Community or Economic Development, Business Administration, or Environmental Studies. The Compliance Officer must have 2-5 years’ experience in a compliance, enforcement and/or regulatory role. Equivalent combination of education and relevant work experience may be considered.

Reporting to the Manager of Registrations, the Registrations Compliance Officer - Level I (RCO) is responsible for working with manufacturers to coordinate the registration of beverage containers and support the team with projects and procedures. The RCO is responsible for encouraging compliance and educating manufacturers and retail operators which sell or distribute beverage containers in Alberta. This position works in accordance with the Environmental Protection and Enhancement Act (EPEA), Beverage Container Recycling Regulation (BCRR), By-laws, Policies and Procedures of the BCMB.

RCOs are designated as Inspectors under the EPEA by Alberta Environment and Protected Areas (EPA). Overview of Duties and Responsibilities

A. Registration and Manufacturer Programs:

  • Working with manufacturers to ensure compliance with regulation, the RCO plays a pivotal part in educating, assisting, and following up on manufacturer and beverage container registration. This includes portal account management, beverage container registration approvals, as well as creation of documents, communications, and standard operating procedures.
  • Manage manufacturers’ account information and registration processes to initiate and maintain favorable This may relate to the registration of beverage containers, discontinuation of beverage containers, and approval of new registrants/account closures, and assessing recyclability and composition of containers.
  • Continually improve all aspects of current registration processes and procedures, including the development and revision of standard operating procedures (SOPs).
  • Prepare beverage container updates for distribution to depots, manufacturers, retailers, and the public as required including new beverage containers, discontinued beverage containers and beverage container changes.
  • Provide education and ongoing service for internal and external stakeholders (depots, manufacturers, and the general public).

 B. Registration Compliance:

  • Working with retail locations and manufacturers, the RCO follows up on compliance audits to inform, educate and assist in compliance being reached in accordance with BCMB frameworks. Assessment of non-compliance according to BCMB compliance frameworks for Manufacturers, Distributors and Retailers.
  • Conduct inspections at retailers as required using information and intelligence to target your time and effort most effectively.
  • Administration of BCMB Compliance Frameworks; including education to retailers, measuring performance against frameworks, monitoring and follow up on open files, as well as referring cases to the Registration Officer Level II and/or Manager of Registrations where appropriate.
  • In all areas of compliance, ensure excellent and thorough record keeping and compliance with document retention policies and legislation.

C. Registration Database Management:

  • Reporting on monthly and quarterly registrations and any other related reporting requirements.
  • Manage all aspects of the registration portal such as reporting, creating logins and passwords and develop, deliver and facilitate training for database and portal users.

 D. Quality Monitoring System

  • Educate the ABDA and depot operators through the QMS in relation to product registration which includes follow up with manufacturers or AGLC.

Qualifications
